Oh geeze. I thought the Pakleds were a race introduced in Lower Decks. I didn’t realize they were also from TNG.
I do not believe Lower Decks introduced any new race.
It was a love letter to Star Trek fans with deep cuts across the franchise.

In which they were crossing a picket line, no less.
“Bar Association” is probably their most notable appearance outside of TNG and LD, but they do show up 18 times in DS9 as background/filler.
