Once a moderator has viewed the votes, and identified a downvote spammer, what happens next? Is it possible to ban a user from a community just for downvote spamming?

Are you referring to genre tags? If so, they’re adding that feature in version 2.8.
There is also a Don’t Stop The Music feature, however that relies on functionality from the underlying provider.

There is no denying that Novara Media are left-wing, they proudly wear that badge. Is it possible to cover a war without opinion or an agenda?
You could make the community local only, but that would very much limit its reach.
