ACLU frequently has campaigns where a letter is a template with an area to add additional text. I was thinking of something like that. Not a bad idea. If you could get the headless bit set up it would be a simple form and a simple SQL table, and you would be in business.
I think the main challenge is the differences between representatives’ forms. Each one might be a little different, and will need some tweaks. There are a lot of representatives, and they might update their form.
