An Ambassador should not be surprised about the host countries attitude to his homeland. He should be the first to know about this, and the reasons.
A GOOD ambassador.
However surprised can also mean aware of the situation and finds it incongruent with their beliefs. It doesn’t necessarily mean lack of knowledge. The attitude to America has changed rapidly and harshly, but so has America.
